A 70-guest private celebration in Bacolod City came to us with a US$5,000 budget — about ₱280,000, or ₱4,000 a head. We sourced 16 venues across Bacolod and Negros Occidental and asked every one of them the same question for the same date. The cheapest real quote came back at ₱24,500 for a four-hour whole-function-room booking. The most expensive real quote was ₱132,300.

Both fit inside the budget. One fit inside it eleven times over.

That is the finding, and it is the opposite of almost every search we run. Usually the budget is short and we spend the week hunting for something that fits. In Bacolod the entire market fit — twice — and the planner’s real problem was that they had no idea what the going rate was.

The brief

70 guests. One date, 29 June 2026. Bacolod City, Negros Occidental. Budget submitted as US$5,000, which at the rate on the form’s day was roughly ₱280,000. The planner named one venue they already liked and asked a single question: is it available in June?

We sourced 16 venues in and around the city instead of answering about one. Thirteen got an email. Here is what came back.

The four real numbers

These are quotes given to us in writing for this specific date and headcount, not published rate cards.

• ₱24,500 minimum spend, four hours. A fine-dining restaurant on Lacson Street offered its whole function room, capacity up to 100, available for both the lunch and the dinner service. Not a rental fee — a minimum revenue commitment. You spend ₱24,500 on food and drink and the room comes with it.
• ₱1,590 or ₱1,890 per head, four-hour evening block. A business hotel on Capitol Road confirmed the date and quoted two buffet tiers. At 70 guests that is ₱111,300 to ₱132,300 all in.
• ₱1,800 per head, premium banquet package. Stonehill Suites Hotel confirmed 29 June and quoted its premium function package — one rate applied across all of its function spaces, full buffet included, plus a complimentary overnight stay in a Deluxe Suite. At 70 guests: ₱126,000. Their JSY Function Hall measures 19.7 by 7.8 metres and seats exactly 70.
• ₱850 lunch / ₱1,000 dinner per head, plated. A garden restaurant in Silay, ten minutes north of the city, publishes five-course plated menus at those rates, with the venue charge quoted separately. Food alone for 70: ₱59,500 to ₱70,000.

A fifth venue, Acacia Hotel Bacolod, sent a full written proposal for around 70 guests in its Sacchari Suite with a dated hold on the room — the hold ran about a week and a half from the day the proposal was sent. Acacia does not publish a flat rental figure; it quotes function space and guest rooms together in one document. That is worth knowing before you ask them for “a price.”

What that looks like per hour

Venues in this market price by head or by minimum spend, not by the clock. The per-hour figures below are ours, calculated off the four-hour blocks the venues themselves quoted — useful for comparing across pricing models, not rates any venue offered.

The spread between the cheapest and the most expensive real quote is 5.4x — ₱24,500 against ₱132,300, same city, same date, same 70 people. The gap between the budget and the cheapest quote is 11.4x.

Why the budget was so far off

Two reasons, and they compound.

The first is the currency. The form was filled in dollars. US$5,000 is a modest budget for 70 guests in most American cities — it is roughly the number that gets you a community hall and outside catering. Converted, it becomes ₱280,000, which in a provincial Philippine city is a serious event budget. We see this often enough that we treat a dollar figure on a Philippine or Singaporean brief as a question, not an answer. A Singapore brief we ran had the same shape, with three venues quoting three completely different pricing models against one converted number.

The second is that Bacolod is not Manila. We have run the same exercise in Metro Manila twice: a 100-guest event with a ₱120,000 budget drew real quotes of ₱280,000 to ₱392,000, and a Christmas party search returned ₱23,250 to ₱380,000. Manila’s top end is punishing. Bacolod’s top end — a full premium banquet package at a good hotel, buffet included, with a suite thrown in — landed at ₱126,000 for 70 people. The ₱50,000 BGC search is the closest comparison we have, and even that was for half the headcount.

If you are budgeting for a provincial Philippine city off Manila numbers, you are probably over-budgeting by a factor of two or more.

What ₱280,000 actually buys in Bacolod

Here is the useful version of the answer. At 70 guests, with ₱280,000:

• ₱24,500–₱70,000 — a restaurant function room on a minimum-spend basis, or a plated menu at a garden venue outside town. You would spend a fraction of the budget and could put the rest into anything else.
• ₱111,000–₱132,000 — a full hotel buffet package in a four-hour evening block, service included, at a mid-to-upper-tier city hotel. Under half the budget.
• ₱280,000 — this covers the venue and catering at essentially any of the above, plus a real production budget: styling, entertainment, photo and video, a cake, and rooms for out-of-town guests.

For reference on the wider market, Circle Inn’s function room shows an average of around ₱18,000 for a typical event in a 950 sq ft space that comfortably fits 70. Luca’s Restaurant at The Ruins in Talisay, twenty minutes south, averages about ₱1,650 a head across a 30–120 guest range. The Venue at Bacolod — the planner’s own named pick, 5,000 sq ft and rated 4.6 across 52 reviews — sits in a US$500–$2,000 band for typical events. L’Fisher Hotel on 14th Lacson runs roughly US$50–$150 per person depending on the event. And at the top of the range, The Grand Hall Bacolod — not part of this particular search — averages around ₱30,000 for typical events across 8,000 sq ft.

Averages are not quotes for your date. They are a sanity check on whether the number in your head is anywhere near the market.

The space math nobody checks

One number from this search is worth stealing. Stonehill’s JSY Function Hall is 19.7 by 7.8 metres — about 154 square metres — and the hotel seats exactly 70 guests in it. That is roughly 2.2 square metres, or about 24 sq ft, per guest for a seated banquet with a buffet line. Circle Inn’s 950 sq ft room also fits about 70, which works out closer to 13.5 sq ft a head — a tighter, more social setup.

That is our arithmetic off published figures, not a code requirement, but it is a fast way to test a room before you visit. If a venue tells you a 90 square metre room seats 90 for dinner, ask what they are doing with the buffet.

The reachability problem in a provincial market

Sixteen venues sourced. Eleven had a working email we could verify and send to. Four had no publishable email address at all — phone or web form only. One address hard-bounced after two delivery attempts.

So a quarter of the venues in this market could not receive a written, dated, funded inquiry. Not because they were uninterested — because there was nowhere to send it. We have measured this across our whole pipeline and it is the single most common reason a venue never sees a real booking request.

The encouraging part: two of the four phone-only venues from this search — Circle Inn and Luca’s at The Ruins — now have live listing pages where an inquiry arrives in writing, with the date and headcount attached. That is the whole fix. It takes an afternoon.

What we would tell the next planner

Ask for the pricing model before you ask for the price. In Bacolod we got three different models back for one identical brief: a minimum spend, a per-head buffet, and a combined space-plus-rooms proposal with a dated hold. They are not comparable until you convert them to a per-head and per-hour figure yourself — which is the whole point of the table above.

And if you are converting a foreign budget: check it against two or three real quotes before you commit to a venue tier. This planner could have booked the hotel package at ₱126,000 and still had ₱154,000 left. Instead the search went quiet, and 29 June came and went. That is the part that stings — not that the budget was wrong, but that nobody knew it was wrong in time to spend it well.

Bacolod venues quote by head or by minimum spend, not by the hour. Normalised over the four-hour blocks venues quoted, the range works out to roughly ₱6,100 to ₱33,000 per hour for 70 guests. Ask for the block length in writing — a four-hour evening block is the local standard.

What does “minimum revenue” mean?
It means the venue does not charge rent. Instead you commit to spend a set amount on food and beverage — ₱24,500 in this case — and the room is included. If your group would spend that on dinner anyway, it is effectively a free room. If you only want the space, it is a rental fee with extra steps.

Is ₱280,000 enough for 70 guests in Bacolod?
Comfortably. It is roughly double the most expensive full package we were quoted. At that level you are budgeting for venue, catering, styling, entertainment, and accommodation for out-of-town guests, not just a room.

How far ahead should I book a June date in Bacolod?
Two of the venues in this search released the date to other enquiries within weeks. Hotel proposals here typically carry a dated hold of a week to ten days, after which the space goes back on the market. Ten to twelve weeks out is comfortable; inside four weeks you are choosing from what is left.
