Staff in the city clerk's office were amazing and very friendly and helpful. City Hall loses points as 4 of the 5 close "30 minute – customer only" parking spaces were taken up by cars with staff parking permits.

They charged me 3x the total due on my excise tax as a "demand" for being late, when I never received the bill. I tried to call and sort it out, and was treated horribly by very irritable representatives. I was told "it's illegal" to remove the fees places on an excise tax bill, but they couldn't point me to the law when I had asked what law that was. Complete lack of respect, and due-diligence, and apparently they make up fake laws?
This town will nickel and dime you.
I'm glad this "demand" can end up going into someone's pocket as a bonus. This is a sleezy run down town with mostly terrible roads.
This was the push I needed to find another place to live. Thinking of moving to Haverhill? DON'T!
